The EU is considering whether to set up reception centers in African countries to process asylum applications to the EU. A proposal submitted by Italian officials, has some support from EU countries but has come under fire from the African Union, which has accused the EU of “shedding responsibility”. Our Europe correspondent Sandra Gathmann reports from Brussels
