Police in Rwanda have been accused of randomly detaining vulnerable people in the streets of Kigali in a campaign of keeping the city clean.

According to Human Rights Watch (HRW), the reputation of being tidy that precedes the city comes at a cost to the local people.

There has been illegal detention of thousands of people whom include street children, sex workers, street vendors, beggars, homeless people and petty criminals. And those arrested were taken to unofficial detention center according to the HRW report that was researched over the last four years.
