
Rwanda: New app developed to assist in delivery of justice on land related disputes at the grassroots

Rwanda has developed a new information and communication technology app that will help fast track the delivery of justice by community mediation committees (Abunzi) in delivering quick service to the population.
The application “RISC ICT4D” will assist mediators in mapping, monitoring, recording, analyzing and reporting on land related disputes and mediation mechanisms at the grassroots.
Speaking at the launch of the system that was developed by Rwanda Initiative for Sustainable Development (RISD), Anne Kairaba, the RISD Managing Director stated that the system was part of the implementation of the RISD’s five-year programme.
“The system will help in doing quick analysis because during the try out phase, it was found that data which could be processed for two weeks, in the system, it can only take ten minutes to be completed,” she said.
The system which has four different components: data collection, data analysis, data back-up and information sharing, will be installed in smartphones only for permitted users.
The RISC ICT4D system that was developed to be an interactive facility to allow sharing of information among stakeholders instead of relying on physical meetings will be implemented on 11 districts where the RISD operates.
Land issues are a major cause of conflict in Rwanda, as it is a country that heavily depends on agriculture.
