A three-story building under construction in Lagos collapsed on Thursday, killing one and trapping over 20 construction workers, local media, Vanguard reports.

Three floors of the building under construction collapsed trapping several people inside.

According to the report, most of the workers were foreigners. Seventeen people have so far been rescued, with unknown number remain trapped.

The collapse has been blamed on substandard building materials with residents accusing the owner of the building of buying an existing building and decided to raise it to three floors on an existing foundation, the report said.

Rescue operations are ongoing.
