As Rwanda marked 20 years since the genocide, President Paul Kagame reiterated his conviction that France was partly to blame for the slaughter.  It is a charge France has long denied and the renewed diplomatic chill suggests neither country is ready to find a middle ground on this painful chapter of history.  CCTV’s Kate Parkinson reports
