After several weeks delay, the European Council has finally unveiled plans to launch a mission to the Central African Republic. 1,000 troops will be deployed, in support of French and African forces already on the ground. On the sidelines of a EU-Africa summit, French President Francois Hollande welcomed the reinforcement.
