Ghana is planning to decriminalize the use of marijuana.

The country’s Deputy Minister of the Interior James Agalga says that under a new bill before parliament, users will be given medical care and rehabilitation, rather than prosecution and incarceration. At the same time, nine U.S. states are voting next week to relax marijuana laws.
