Top officials from the water ministries in Egypt, Ethiopia and Sudan are holding second of four rounds of technical talks in Cairo on Monday, aimed at striking a deal on the operation of the Grand Ethiopian Renaissance Dam.

There has been a standoff between the countries prompting the U.S to offer to step in and mediate talks over plans to construct the dam.

Ethiopia and Egypt have been posturing for dominance in the talks that are key to Ethiopia’s electricity generation plans.
